For population-based data, the National Program of Cancer Registries, funded by the CDC, establishes uniform data items, coding rules, and submission processes across states to create national incidence statistics. The SEER program, operated by the National Cancer Institute, also provides standardized data definitions and coding practices used in population-based surveillance and research, contributing to nationwide comparability. Because hospital-based registries align with CoC standards and population-based registries follow NPCR and SEER guidelines, all of these agencies together govern reporting standards across the two registry types.
